"The transfer policy, unfortunately, enables and even encourages students who live near Jefferson to attend other high schools."

If I understand the current system correctly (and if I am wrong, I would be glad to be informed of that), the way students are assigned to the “academies” at Jefferson (and Roosevelt and Marshall)--a matter which is NOT addressed on ANY of these schools' websites--is through the lottery. Thus, the students who live in those clusters are being FORCED into the lottery for admission to ANY high school.

Well, if you can't avoid playing the lottery, why wouldn't you apply to the limousine school, rather than the used Volkswagen school? You have to fill out the same paperwork either way! No wonder kids are transferring out of their home high schools in droves! (Unbelievably, the Jefferson Science and Technology Academy's website lists one of the schools' purposes as, "Position Jefferson High School to become the school of choice in Portland Public Schools.")

Now, I have a question about all this: what happens to the students in these clusters who refuse or are unable to participate in the lottery??
